Prior to 1995, Mr. Arace was employed by the New York State Senate for fourteen years. During which time he served as Director of Legislative Programs for the Senate Vice President, Director of Senate Corporations, Authorities, and Commissions Committee, and Assistant Director of the Senate Environmental Conservation Committee.

NY State Senate
During his years with the State Senate Arace was involved with many projects including being the Senate’s representative on the Hudson River Greenway, Conservation Fund Advisory Board, Catskill Interpretive Center,  lona Island Study,  Rockefeller Institute 25th Anniversary Study of DEC, Governor's Task Force on Underground Mining, DEC/Senate/Assembly Task Force on Fish, Wildlife, Ecosystems and Endangered Species Funding. He also worked on the budget subcommittee for DEC, Energy, and Parks.


Arace was responsible for covering following issues: Adirondack and Catskill Parks (forestry, land acquisition, management, etc.); Greenway (land use issues); hunting, fishing (freshwater), trapping, endangered species; oil, gas, mining (petroleum products, bulk storage). Responsible for primary staff work on following chapters of law, among others: Mined Land Reclamation Law (Chapter 166, 1991); Tropical Hardwoods/Managed Rainforest Law (Chapter 663, 1991); Hunting, Fishing, Trapping License Restructuring (resident, 1991; non-resident, 1993); Corporate Return-A-Gift-To-Wildlife (Chapter 581, 1993); Battery Management Act (Chapter 304, 1991); Wildlife Rehabilitators License (Chapter 263, 1989); New Deer Management Authority (Chapter 171, 1992); Establishment of New York Biodiversity Research Institute (Chapter 554, 1993); Repeal of Hudson Valley Greenway Tax on Motel Rooms (Chapter 170, 1994), transferred to general fund; Preservation of state Fish and Wildlife programs, shifting $9 million in program costs from the Conservation Fund to the General Fund (Chapter 50, 1994).
Organized and directed committee to formulate Directors liability law and to broaden and strengthen New York’s anti-takeover law. Organized and directed Joint Senate Assembly hearings dealing with the liability issue
of Not-For Profit corporations and IDA bonding for Not-For-Profit corporations. Dealt with various bills concerning Urban Development Corp., Water and Sewer authorities, Facilities Development Corp. SONYMAE, Dormitory Authority, resource recovery agencies, etc.
